eg - those newly tagged as tools, they come under misc
these used to be under junk, iirc, they can be scrapped for steel
this caused a game changes, when i use the vanilla "drop all junk into workshop", these tools will remained in my inv, and i have to explicitly moved to this category, do a visual verification and move them out
in past, they will just simple moved into workshop as they are under junk, and they do have weight
i'm not sure why this new changes, it serve no good purpose, for me.
Reading the description, it appears you can sell tools to someone in one of the vaults. That would make them potentially more valuable as a tradeable item than a steel source. If you need to use them for steel just add them to the Workbench.
i don't find it a big deal as I already keep tradeable resources in a separate container and periodically check my workbench to pull out the food, water and tradeable resources my farmers and junker adds each day. Opening the workbench and going through the categories makes it easy to collect all that stuff.

if the intention is to group these items for another quest, best to have an option during the installation.
afterall, this mod is supposed to address the concern of sorting.
I cannot alter specific items without creating alternate .esp files for each variation. So to prevent having 1000 .esps to account for every variation that every user might want, I gave options for the most common variants and the rest is best effort. If you don't like that feature, you can user FO4Edit to make your own patch for the handful of items.
