A few warnings before you go ahead and play my mods or post comments here:
1. Translation Mods: All translations you will find of this mod are unofficial translations that were never actively supported by me and they may also be out of date. Only the English version is the official version. Use translation mods at your own risk. Any "bug report" is considered null and void if you fail to heed this warning. 2. Removing a Mod: Uninstalling mods during the middle of a playthrough is not safe and it can corrupt your playthrough. Do not try it. Every time you delete or deactivate a mod, you need to start a new game or reload from a previous save that didn't have the mod activated already. Any "bug report" is considered null and void if you fail to heed this warning. 3. Update Your Game: Older versions of Fallout 4 may not be able to run this mod. Keep it updated, there is no excuse as Steam does it automatically. 4. Cheats: My mods, quest/companion mods especially, do not support the use of quest skipping cheats like "setstage" to advance the story. This is an easy way to break not just the mod, but the vanilla game itself. Any "bug report" is considered null and void if you fail to heed this warning. 5. Bug Reports: These are encouraged, if you're willing to follow the rules above and properly document your findings to the point where anyone could replicate these alleged bugs or at least have a reasonable clue on how to replicate them with ease. If you just wanna post vague one-liners like "this mod doesn't work" or "NPC X won't talk to me" save yourself the trouble. My standard response is "no, you're wrong, it's working as intended". I am also far more likely to take an issue seriously if you have tested out the mod on a clean save with no other mods active. 6. Compatibility With Other Mods: A lot of effort is put into avoiding editing vanilla forms and having conflicts with other mods, that said, there could still be issues even if no vanilla form is edited by the mod. Players are encouraged to talk with each other about this as posts like "is this mod compatible with mod X?" are not guaranteed a response from me. Most of the time, I really don't know and I can't account for the changes that 5000 other mods make to the game. If it's not in the description, I probably don't know. 7. Well guys, it's been fun, but by now April Fools should be over for all time zones.
Yeah, this mod isn't happening, although I'm open to suggestions as long as a lot of automation is involved (I do have a real job I'm afraid). Perhaps one day we will do something a little less ambitious (no map-scale settlements with 10000 NPCs sorry). A few mods out there do in fact make the Commonwealth a bit... greener. So maybe if we can work with those modders... but no promises. One thing I can tell you is that this is way too much work to do manually. Projects like Morroblivion for example were done with automation. SoVvM was done with procedural generation.
The first few steps to making a new Commonwealth would be to replace the dead plant life, deleting trash (ever notice how everything looks more pre-war when you don't have a bunch of garbage lying around?), deleting quests, deleting old NPCs and sealing off a bunch of irrelevant dungeons. The Glowing Sea could remain more or less the same.

Nice April Fools joke! I can't help but notice the backstory setting is quite similar to Thuggysmurf's mods(FCR, O&R, PV and DP), considering the sole survivor chose to be a total good guy(reformed institute, Sarah Lyons returning to the BOS etc). Probably is a good AU idea.
The only thing I added myself in imagination is the sole survivor actually being a space marine from the 40k universe(power armor mod). They were reborn in this universe due to some warp storm or something. In the PPF, they are part of Lyon's Pride, a eliet force of brotherhood soldiers who were dispatched from the DC faction to investigate some suspicious activity in the Commonwealth(the Enclave:.... Don't look at me, fellas). This main character(no one) could randomly encounter the sole survivor during battles which are quite tough to fight, charging with other BOS soldiers with their boltguns blazing. They could later meet the sole survivor in their house with the other family members(Shaun, saved by undergoing Astartis surgery; Deacon, the lone wanderer, who still works in the railroad; Peter, Deacon's son) and begin a quest to uncover the true face of Preston, an Enclave spy!(When the sole survivor cleared out the Enclave bunker in O&R, there was not enough information to confirm Preston is the Enclave spy in the minutemen) Might make something out of this one day... not a mod though...
Also, in your version, what happened to Isabel, the Mechanist? In DP, she went to work at the Rexford Hotel. Does she still work there or has she started a new path of life? The idea of crossing over to TES is quite fascinating, too. Probably a bunch of Enclave hotheads joined up with the Mythic Dawn fanatics which consist one or two Dagoth Ur worshipers and tried to build another Numedium for Merunus Dagon to possess, requiring "no one", the lone wanderer(Deacon), the sole survivor, the dragonborn and their allies, even the Nerevarine(Moon and Star mod) to work together to save Nirn and Earth. Hmmm..... getting somewhere.... also, no mod but something else.....
I'm about 80% of the way through a pacifist run, but a radiant cooking quest is sending me to a place that doesn't exist. It's sending me into Vault 111, but in my run, that location was destroyed by super mutants. Help!
Turn yourself into a super mutant, become a warlord, order the super mutants to open the gates and leave. You'll find the eggs intact under a ruined door.

oh man, after reading that entire description and reading some of the comments only to figure out this was all a very well written joke, it's too bad because i was really getting to like the idea of this being a real mod.
well it said from the creators of a very ambitious group of modders so i thought hell if it's a group of people that it was possibly the real deal especially the same folks who did the subversion mod which i really love and that mod has some damn good quality put into it even if a bit confusing some of the time, now if it said it was all created by one dude, than maybe i would have some thoughts, however i also noticed this was created back in 2019 and i didn't start playing FO4 up until late 2022.
what's really sad is i was looking for some really cool mod that altered so much of the game locations or possibly a new land that was finished or something.
because i'm new to this, do you have any non joke recommendation mods that i could try out that are good, i have already tried subversion and i do like it, and have recommended it to a lot of people lately, but i'm now looking for something else.
It took this to convince me to get the game, I thank you ToroMontana. I wasn't sold on post-apocalyptic survival but this mod makes getting this game worth it, at least for me.
Hey, I'm having a bug here. Apparently, the mod isn't working for me? I dunno what I've done wrong, but it seems my brain didn't understand it was a joke and got too hype for it. Any ideas on how to fix bugs like that? I know it's not a modding bug, but rather a psychology one. Even still.
