This would be the case, but with vanilla normal textures the shadows are faking inverted detail. Considering the source of light is somewhere in the center of the ceiling the shadows in vanilla don't match the overlapping misplaced tiles. Look on the left - the tile under the wheel and the one right under it. These are convex shapes and the shadow in vanilla is on the right side, which just doesn't match the lighting direction.
Actually I only meant the tiles, but if you feel like doing the basis it would be even more awesome. These are the bethesda textures from the official hi res texture pack, but in this case it barely makes a difference. Thank you for looking into it, kudos to you :)
MetalFloorTiles*, MetalFloorPanels01 and MetalPipeFlats01 textures in HD Pack seems like true 2K, but somewhat blurry. I'll try to reveal some details and post a screenshot for comparison.
Tiles01 is dirty dark brown with some cracks, but all tiles are in place. 1K resolution even in official HD pack. Normals looks ok. Tiles03 is similar, but has faded teal color. And 2K resolution in official HD pack. Normals looks ok.

For your information, the 4K option has a "4" in the filename behind the mapping letter.
Tiles03 is similar, but has faded teal color. And 2K resolution in official HD pack. Normals looks ok.
