As Skyrim had a companion system which is simple to do and so easy to make companions so I thought I try similar way for fallout 4 and they all voiced as well.
You can tell him or her to wait, follow, trade, ask him/her get out the power armour and can sent them to other settlements

Step 1 Open up Creation Kit
Step 2 Rename the npc CompanionTemplate to anything you want like companion's name
Step 3 Name your companion of your chosen and pick any of the 10 voice types
Step 4 edit your companion from inventory to face presets
Step 5
in the scripts double click the companionactorscript
find home location choose whatever location you want.
Step 6 once you created your companion you need to put them in the world go to the home location you pick in the cell view and drag the npc to the world place it on the floor.
Step 6 go to CompanionSystem in quests open it up go to quest aliases in Unique Actor change it to your companion.
All done.
