Which value does this mod change from 2 to 0? I've linked an image from the wiki below, where I've circled two values in red that both sound like they could be the value that the author changed. Depending on which value the author changed from 2 to 0, this mod could potentially have almost no effect at all:

Edit: I learned how to read the scripts and turns out both of the "2"'s I circled in red in that image are the same variable. So both of those have been changed to 0.

Does this mod works in mid game or do I need to start a new game?

I understand there are multipliers in the script, but if the base attack chance is 0%, then doesn't it mean there won't be ANY attacks, ever?

Or does this mod simply reduce the chance like the mod title says?

      From the Wiki:

"The final (settlement) attack chance can never go below 2%."
Fallout 4 settlements | Fallout Wiki | Fandom

This mods seems to lower that to chance 0%, meaning that with high enough defense, the settlement will never be attacked.

Is it weird that I want my settlement to be attacked more when I'm inside the settlement, so I can see my settlement more alive.

I completely get where you're coming from. I wish the system worked so that when you enter one of your settlements, there's a adjustable percentage chance that a settlement attack quest event starts instead of the way Fallout 4 handles it.

For clarification, you need the .esp for this to work?

Correct me if I'm wrong, please... But, is the file you've shared with us complete? I feel as though you may have forgotten to include something. There isn't a script included, and the ESP file is empty.

Do i need to include a copy of my workshopscript.psc? I'm not too sure of how esp's work regarding modifying scripts from the base game.

Edit: you're right, gotta include it. thanks

Did you change anything in the ESP?? You don't need to include a plugin if the plugin doesn't have anything in it. Also, the scripts need to follow a folder structure. You've just stuck them in the download loosely. We need to know where to manually place the scripts or, if you're allowing mod manager downloads, it needs to have the correct file folder structure for the program to install it.
