The fail is yours, as you apparently don't know how mods work. It's based on load order, so even if I told you what it is in MY game, it wouldn't be the same in YOUR game.
This armor is really pretty but I DO NOT LIKE how you have to steal it from goodneighboor, every time I try to "steal" it one of the guys in the room takes it back and its gone forever.
Don't know if you ever found it, but yes if you want to take it without just using the console to spawn one, then you'd need to still use the console to make it not stealing. Click on any item (be careful that you are clicking on the right item) in the console, then use the command setownership
This will allow you to steal anything in the game. On a side note, very useful for Covenant where even after you unlock it as a settlement, near everything is still 'owned'
Wow seems Ubisoft is way more generous than Bethesda...

That will tell you the IDs in YOUR game.
"Gown can be found in a display case in the Old Statehouse or obtained through the console."
This will allow you to steal anything in the game. On a side note, very useful for Covenant where even after you unlock it as a settlement, near everything is still 'owned'
