   Does this mean you can also scrap things outside the limit as well?

      You could already do it if you had Place Everywhere installed; my mod simply give you unlimited time outside so you can do whatever you want.

      I can't scrap anything outside of settlement bounds even if i have place everywhere. Can you?

      Not outside objects, but if you made something inside and brought it out, you could place it out there, scrap it, whatever!
      
      I'll repeat myself; you can place anything outside the borders, you just have to generate it inside! (And it'll count in your build budget!)
      
      This is genuinely the most underappreciated mod in the entire game!

   Good job with this. I was using another mod for this but this will work too.
   
   A word to the wise: Be careful about scrapping mods. Using things like Scrap Everything or Spring Cleaning is bound to break precombines (and if you use the "scrapall' command then it will DEFINiTELY be the case). So be sure to get the Previsibines Repair Pack when you're done.

   This will be very useful for VR players where Place Everywhere sadly doesn't work.  I'll try it out and report back, but it may take a while!

   I noticed you mention place everywhere in your mod description. Place everywhere already has a feature to disable the 5 second workshop timeout. (hotkey is F5 by default, I believe.)
