I still cant find him I have all required mods and yet he still does not appear, all the required mods plugins are active including Waluigi yet still he does not appear.
ensure that their is a "Presets" Folder in this location --> C:\Program Files (x86)\Steam\steamapps\common\Fallout 4\Data\F4SE\Plugins\F4EE <-- (so Presets Folder should exist in the F4EE Folder) and that your .json presets are placed in that folder. the Presets folder is not created by default, you either need to create it in that location (inside the F4EE Folder) and place your presets in their, or it will be created if the presets are installed via a mod manager, namely nexus mod manager, but only if set up correctly the Presets folder is not created by default, you either need to create it in that location (inside the F4EE Folder) and place your presets in their, or it will be created if the presets are installed via a mod manager, namely nexus mod manager, but only if set up correctly
If you have all the required mods installed, you just need to install the provided archive with nexus or vortex, and you will find him, in the presets of looksmenu. You can also install him manually extracting the zip on data folder

For a true Waluigi outfit, I would need a proper mesh, the closer in vanilla game, it´s the sturges attire
