Unfortunately, due to the changes with Nexus Mods TOS I am removing my mods from this site. For information on where to find my mods in the future you can visit:
why would you not scrap everything beforehand? It's kind of a useless blueprint because you left everything for people to scrap which you know takes hours.
Also, its worth saying that this mod looks good, I had to rename the folder simply to "1" to get the transfer settlements to show your blueprint. To explain what i mean in my previous comment, a couple of the old houses are clipping with the new cabins. Like the Lone Survivors original pre-war home. You dont exactly explain how to prep the settlement for your blueprint. Please go more into detail.
In response to your question, before using the blueprint, Sanctuary Hills has everything scrapp, except the the road, the foundations of the original houses, carriage entrances, as well as the one tree that is in the middle of the city's roundabout. That's how I built it because, as we know, Sanctuary Hills is prone to bugging if it does not exactly detect the game objects in the original places and produce a powerful fps drop. this way they can be avoided.

There will be some delay with me getting everything organised, but that's the site for my modding team so I will post updates there when I have them.
