Spring Cleaning is an unpredictable bomb of bugs, mod conflicts, and potential gamebreaking issues; i recomend clean the airport manually whit Scrap Everything. I did it and i have no problems importing the blueprint.
the DLC requirements were unfortunately due to Creative Clutter and Workshop Rearranged. I have now offered up an alternative to this blue print(Optional Files) using Thematic and Practical, Homemaker and Do it yourself (though not necessary [only used in kitchen]). The layout is similar except for now there is a bathroom instead of workout station, 6 water pumps, and 5 power armor stations. I had also put in terminals to make the area look like a work station in both security room (which has mats for guards to stand on) and office area.
