The Gauss Rifle, being a Coilgun, which is a smaller, more compact Railgun, was never supposed to be an Energy Weapon in the first place. Railguns are ballistic weapons that fires metal artillery at an insane velocity using EM force. As such, the fact that they are now classified as ballistic weapons as of Fallout 4 is actually both lore-accurate and as true-to-life as it gets.
TLDR: The past Fallout games completely screwed up with the Gauss Rifle; it was always supposed to be a ballistic weapon, never an energy weapon. Sorry if this correction came as an unwelcome shock.
