Regarding the damage output for the receiver: I don't know why I got the idea that it was already slightly higher damage than the .38 Powerful Automatic Receiver - maybe I had had the settings different at one point, but messed them up without realizing it - but I'll fix it ASAP. I'm hesitant to have it be too much more powerful than the .38 Powerful Auto Receiver, since it would end up also outperforming a maxed-out vanilla .45 Submachine Gun, but I'm definitely gonna take a look at it.
Understand the reluctance to make it too much more powerful than the powerful .38 auto for game balance reasons, but of course in games there's always "game balance logic" and realistic differences. I say that to say that personally if the .45 auto was significantly more powerful than even a modified .38 receiver could be I'd be fine with it because it should be.
Thanks for the feedback! I may try playing around with the damage settings a bit more on a fresh playthrough (as I mentioned to Kroosade in my reply to them, I'm reinstalling FO4 as I'm typing this).
May be a dead mod, but just wanted to propose making the .45 automatic fire sound like the .38! As it is, it uses the .45 semi-automatic sound and in automatic fire that sounds just horrid. It works real well, no issues aside from the sound. (I suppose if I ever used suppressors this wouldn't be an issue)

I haven't used a pipe gun with this modification in-game for a while, so I honestly can't recall what the sound is like. I'm also not sure how to go about changing what sound is used. That said, I'm in the middle of re-installing FO4 & all the mods I was using after upgrading my motherboard & CPU and reinstalling Windows 10. So, when I've got everything set up & start a fresh playthrough, I'll try testing the full-auto 38 & full auto 45 pipe weapons to compare sounds; if I decide I want to change it, I'll look into how to alter the sound & give you a heads-up if possible!
I've adjusted the damage to be slightly higher than the damage from the .38 Powerful Auto, but still not quite as beefy as the semi-auto .45, and I've uploaded the new version (1.0.1).

Like I said in my reply to falloutpc, I thought I saw the damage as a very tiny bit higher than the .38 Powerful Automatic Receiver during my 1st in-game tests, but I'll double-check the settings as soon as I can.
