If anyone else was having this issue, I found a fix to remove the shell floating above the gun while in power armor.
Open up the mod in your mod manager, or if installed manually go to "Data" in your Fallout 4 directory, go to Meshes\Weapons\RiotShotgun and you'll find "RiotShotgunReceiver_1.nif".
Open the nif with NifSkoope (guide here), left-click and highlight the shell sitting in the breach, right-click and go to "Block" then hit "Remove Branch". Once done, hit File at the top left and then save, close Nifskope. If using Vortex you then hit "Deploy Mods" and now you shouldn't see the shell floating in your game.
I've made a combat shotgun replacer for my own use from this .esp, and of course, the original mod. Would you be ok with my posting that to the Nexus, of course with full accreditation? The original mod's modification permissions have a standing green light, so I can make and upload that one, but I just can't overlook the vanilla charging-the-bolt-on-the-left-side sequence, lol.

not sure if its mentioned or maybe its only a me problem but running animation if first person while wearing a PA is slightly slowish.
