activating the workshop activates the 'outside buildzone' warning. 5 seconds later workshop closes. perhaps a conflict with settlements expanded? i will test and let you know.

ESL's are explicitly stated to be outdated (hehe it rhymes) and move themselves to the top of your load order. You need them below ANY other mods that change workshop cells, so you can't be having them at the top.
Frankly it was irresponsible as f*#@ for the author of ASE to even include an ESL version, especially since he's not updating them.

All that being said though, starlight is already MASSIVE; I really don't think you need to extend it anyway.
The navmesh is not working properly for me. I had settlers standing like unresponsive zombies outside the restored door. Dogmeat refused to exit the doorway onto the wing that always worked (this could be fixed correctly using the navmesh fixer mod). No one want to climb the stairs all the way to the top. Uninstalled this mod and the navmesh works somewhat properly again (NPCs still no fan of top floor, but at least try to walk it).
Have you done anything to the water hole? Another mod moves it over behind the snack bar, That opens the center up for building. I like that but am hoping to see something new with a twist. Please more pictures, enough to see the entire area. Will track for now.
