A couple of weeks ago, I found out about Ruddy88's Simple Sorter ( https://www.nexusmods.com/fallout4/mods/33983 ) which eliminates the need for separate sorting tag patches for different mods, so I don't plan to update this mod any more, even if PV gets further updates.

Are you referring to "M8r98a4f2's Complex Item Sorter"? That is an xEdit script that generates sorting tags for all active mods (or optionally a selected subset, I think), so you don't need this mod at all if you're using that.
As far as I can tell, Depravity has yet to be publicly released on Nexus as of typing this reply. Once it has, I can decide whether to make a similar patch for that mod. Though if someone else beats me to it, I don't mind (anyone doing so should make sure to get permission from Thuggysmurf and possibly the others who helped with the mod, presuming there are any). Sorry for the delayed response, but I haven't been playing FO4 lately, and I haven't figured out how to get the Nexus site to alert me of new comments on a mod (even one I uploaded). I'll look into this soon, but perhaps you could save me a little time by listing the new PV-specific items.
No idea on the specific items. So much of the latest Project Valkyrie is also bound with the companion mod Outcasts and Remnants. New quests, people, etc...
I took a look in FO4Edit, and the newest version of ChaoticLogic's OAR patch added sorting tags for all the new (eligible) items defined in OAR, regardless of whether it requires PV to obtain, and now there's even some overlap/conflict. You might want to experiment a little with mod order to decide whether to load that one before or after mine. I don't think the new PV .esp added anything for me to add tags for.
As far as I can tell, there are still no new items to add sorting tags for in the PV files, but I think I've somewhat figured out how to add handling for armor and weapons without forcing players to choose between VIS and VIS-G (or maintain separate files for each), and I removed the changes to OAR items, since ChaoticLogic's patch handles them (even if the item would not be obtainable without PV), so there is no redundancy or conflict with that mod.
Downloading it via manager (even though I use MO2) seems to sometimes stall out. I'm not sure how much good it would do to "repack it and upload it again" as you suggest. Instead, I suggest you try downloading it manually, then installing it via manager from the downloaded file.
Okay, could you please clarify a few things: 1. After manual download, if you open the file separately (using WinRar or 7-zip or something similar), does it give any error message? 2. Are you downloading using the buttons near the top of the page, or the buttons on the Files tab? 3. What version of which mod manager are you using to install it that is giving you this "incomplete" message?
Same problem here.Looks like the RAR file only has the ESP file. No folder structure, no fomod XML.I was able to manually download the file and then copy it to my Data folder.
It's just an .esp file. Download Manual from files section. Drag/import into mod manager. Activate. It just works!
If NMM still has problems, unpack the .rar file on your desktop, create a Data folder, put the .esp file in the data folder, archive it as .rar, .zip, or 7-zip, then reinstall. Guaranteed or your copy of Project Valkyrie is free!

My understanding is that fomod xml is for providing installation options, which this mod does not need.
However, I tested things with NMM 0.65.9 today (I know it's no longer the latest version on GitHub, but it's the version I had installed before switching to MO2, and I hadn't uninstalled it), and adding a folder structure didn't work for me. However, repacking it as a zip instead worked. Perhaps it has something to do with the version of WinRar I used to pack it (5.60 64-bit, official site doesn't list release dates that I can find, but Wikipedia claims it was released in June 2018). Further testing revealed that packing it as RAR4 instead of RAR5 also worked. (RAR5 format was added in WinRar 5.00, apparently released in September 2013, so idk what NMM's excuse is for not supporting it, even if it only became the default as of WinRar 5.50, apparently released in August 2017)
Anyway, I will upload the zip file as a new version, which will hopefully fix this issue for everyone.
