Yes and No. You need all the requirements listed and it utilises another mod to inject this settlement into the game using some clever scripting. Find the base settlement blueprints mod and have a read up.
Are settlements as large as this one functionnal for npcs? for exemple putting guard markers on the walls and inside towers? are the navmeshes functional? Everytime i make a decently sized settlement, the navmesh is messed up.
