NEW DESCRIPTION for v.2.0
About
This has been reworked in 2.0. I will no longer support v.1.0 or v.1.1.

The way this works now is the following:
You will receive a Notification when a Bounty Quest is available in the top left corner of the screen by traveling around.
Traveling around (fast travel or normally) will make the Stranger put a Bounty Letter inside the Mailbox on the right.

When you start a Bounty Quest, use the left Mailbox to Cancel it. You can only cancel the Quest when an active Bounty is going on. You can cancel any time. When a new one is back inside of the Mailbox, a new random target will be picked and you'll receive a totally different Bounty Letter (Note: There's a tiny chance the same target will be picked since it's all random).

Details
The conditions have been re-checked and you no longer should be sent to kill something like a Turret or a Settler.
Should this still happen for whatever reason, Cancel the Quest and let the Stranger drop a new Bounty Letter into the Mailbox.

The text has also been changed. There were some issues with weird english due to the auto-filling of the Target Names.

Other than that, it still all works very much the same.

Brief Explanation of what this does
In short: Travel around, bounty letter is in the mailbox, get notified, go there, read it, quest starts, kill, get reward. Don't like it? Cancel. Travel some more and get a new quest with another random hostile target.

Message to mod-authors
If you need help with a mod that has a similar functionality to this one, let me know. Just message me. I'll reply as soon as I can and try to assist you if I can be of use.

I've been mainly making mods for TES5 Skyrim as of late because I've lost interest in Fallout 4 a couple of months ago but some things still pretty much work the same way. Don't hesitate to ask for assistance from me when making a mod for that game.
