Fixed a rare bug where settlers wouldn't be assignable anymore and settlements weren't able to update themself anymore.

Merged the two optionnal files to provide both fixes as the main file.
You can assign either a raider or robot or whatever* to food it won't cripple the happiness of your outposts.
*if you spawn a settler while you'r in a outpost, you can assign him to any outpost, put him a shock collar and get that *** to work !
Also changed the cap happiness value from 50 to 100, they will no longer lower you'r global happiness.
