I haven't tested it personally, but it's my understanding that anything made for the first Sim Settlements will not be compatible with Sim Settlements 2
My mod doesn't touch the dialogue or recruitment aspects of Recruitable Settlers whatsoever. If you're having trouble recruiting them it's being caused by something else.
This mod covers the NPCs added by Recruitable Settlers FH, which are not covered in the mod you referenced. In addition, this mod attempts to assign leader traits based on the bios provided for each settler while HLessJon "had to kinda of blindly guess and pretty much picked a lot at random" when assigning leader traits. I used HLessJon's mod for a long time and it never gave me any trouble; I simply made this as a way to increase my immersion and add traits that make more sense (at least to me).

(38 recruitable settlers in the Commonwealth and Nuka-World and 12 recruitable settlers on Far Harbor)

While the description of Sim Settlement Recruitable Leaders Conversion says it covers all 50 NPCs, a quick look in xEdit shows it only covers the NPCs added to the Commonwealth and Nuka World.
Thanks for the clarification, btw I tried your mod and there was this one settler named Lou found on the police station near Quincy ruins, I recruited him and sent him to Red Rocket to assign him as a city leader but I couldn't find his name on the city leaders list, I also checked with other settlements, and still couldn't find his name
The mod you linked shouldn't cause any conflicts. In fact, I've used multiple mods that add the same NPC as a leader (with different traits) without issue.
As for Doris not showing up, that's got me stumped. I doubled checked her record and everything looks the way it should. I'll have to check her out myself but that might take a day or two.
I looked into both Doris and Lou and both of them showed up in my list of potential leaders, so I'm not sure why they're not showing up for you. The only thing I could think of is Doris' requirement that you complete "The Big Dig" but you shouldn't be able to recruit her in the first place if you hadn't. Sorry I can't offer anything more concrete. If you figure out why they weren't on the list or if you get them to show up, please let me know what you did. It may be able to help other players who run into the same problem.
idk, if this a bug or if you choose not to implement it, but the option to reset each settler (and also, the option to view their bio after they were recruited) is missing in use with the holotape. the missing reset can lead to some of them buggers gone awol in occasion (no, they are not dead since their "working place" is still show as occipied and also, they are set to essential). the missing option to review them makes it harder to remember their special skills (like who is a good general trader and who a good doctor...) - afterall, not all settlers one recruits is at once "promoted" to a settlement leader (if at all)... a short list of who is who (or rather who does what) in your mod description would help in this respect too, though i would like it better ingame as well.
The issues you're describing are from the Recruitable Settlers mod, not this one. This mod only adds the option to use the Recruitable Settlers NPCs as settlement leaders. It does not edit Recruitable Settlers in any way. I agree that it can be hard to remember who does what, but there's an article on the Recruitable Settlers mod page that lists each settler and their special skills. As for leader traits, I've provided a list of each settler and their traits in the Articles tab.
It's not a good idea to remove mods/switch an .esp to an .esl mid-playthrough as a general rule. However, switching this mod shouldn't break anything (no promises) but you'll have to reassign the one already assigned to a settlement.
Side note: If you have the newest Vortex you should be able to flag the .esp version as a light file (.espfe I believe) which will save you the mod slot.

Version 1.02 is out and fixes the issue with Jenny not showing up as an available leader.
The other difference is that this properly uses only one quest.
Next new game I make I will give your traits a glance and use this one instead.
