If you want an all-in-one solution to damage multipliers that actually works + a few extra settings, try using Simple Damage Tweaks. It also includes multiplier for survivals hidden damage multipliers and works for all difficulties.
It's been 2 days and I'm yet to encounter an enemy which would take more than 3 shots to kill. It's great. Headshots generally OHKO (unless they have a helmet on with huge defense), body shots generally 1-2 to kill (named enemies at best take 3)
For some reason though I feel like I'm taking too little damage. I had to downgrade my armorset because the modded armor I was using had way too high defenses so now I look like a vagrant, but at least I no longer (hopefully) survive a rocket directly in the face.
No idea why ppl are having problems killing stuff. Maybe another mod conflicting with this? I literally only have this and the RDM to modify damage. Still using the 10mm I found in the vault 111 to 1 shot humans/ghouls and 2-3 shotting beefier ones (stronger ghouls, named raiders, super mutants, mirelurks, etc). Shotgun or sniper rifle usually 1shot. Then again I did abuse You're SPECIAL to get 10 of each stat cause nothing feels worse than spending your perk point on a stat rather than a perk
I'm currently using the SKK Dynamic Damage Manager. I've not re-tried this mod, but you could be right and it was just not playing well with the other mods in my collection.
This mod definitely does not seem to work and looks to have broken sometime before even the Fallout 4 Next-Gen update. Here are 2 mods I've found that work with the Fallout 4 Next-Gen update...
Well... I read comments there that after some time the mod stopped working for them and that the mod doesn't change some values, this one does. So someone from here sends people there, and from there they send people here lol.
A temporary workaround is to make the change using a batch command. Make a .txt file and put the following line it in:
SetGS fDiffMultHPbyPCTSV 2.0
Save the file as FO4DamageMultFix.txt and put it in your main Fallout 4 directory. (You can set the 2.0 to whatever multiplier you want for your outgoing damage) Open your Fallout4.ini file (in My Games/Fallout 4/) and add the following line to your [General] section:
sStartingConsoleCommand=bat FO4DamageMultFix
Every time you load a game, it will run the command, resetting your outgoing damage multiplier to your chosen setting. (I figure you probably already know this, Wolfisince, but everyone else might not :D )
Yeah, I'm gonna add my warning in here that this isn't working. Had the legendary survival version active. Naturally on survival, I'd get one-hit as a level 5 against most well-equipped raiders. But firing back against them, I could empty entire mags and would only do 20% ~ 30% of their life with a customized PPK.

Works via a holotape, so has no dependencies to function.
Works via the Mod Configuration Menu mod, so requires that mod to function.
