The file isn't a real wav, but an empty file.
I was reading somewhere the other day this can cause issues in the game.
I opened up Audacity and recorded a second of silence and saved that as a wav.
Sure, 0KB would be better than the about 800KB the file ends up being, but I wouldn't tempt using an empty file either.

yup, its just an empty file. i was trying to do something similar as you did - cut down the "noise" wav, so it would play only in the beginning of track, lets say 2-3 secs, then it would fade out and sound would be clear. but for some reason this edited noise effect started to loop (maybe i will try some different settings when creating / exporting the audio file) when it was played in the game, so i decided to use empty file instead. not sure what kind of issues it can cause in the game but if you find an article or comment with info about it, let me know. :)

so this is from one discussion about heavy stuttering in game. user found out that his problem was caused by mod that is using "empty" sound file (exactly as this mod).

      comment by Reginald_001:
"I had this exact same thing and actually spent 2 weeks trying figure it out. And it turned out not having to do with graphics at all. It was an audio issue. I had installed 'silent generators', which replaces the generator sound files with empty sounds. This causes the engine to glitch and start stuttering the entire game. After I removed the empty sound files and de-installed that mod, it turned out fine again. I see you don't have that mod, but perhaps another mod does a similar thing using empty sound files."

i have done some testing - visiting different areas while playing music holotape (+1 hour long) but i could not replicate this issue. except the usual locations that will always destroy performance (boston downtown) my game was fine. if you dont want to use this "empty wav", i will add some optional files soon. :)

EDIT: i have added optional files

I didn't have any issue with the original/main file. (Just to let you know!) I used it for hours and listened to several holotapes. I'm now using the "Holotape Clear Sound WAV" file just to be safe, and it works perfectly as well. I'm pretty sure I use other audio editing mods that also use empty files, like you did initially, and I haven't had any problems with them ever. So... maybe whatever that was got fixed along the line somewhere so the game doesn't explode with empty sound files anymore? lol
Thanks again for this. Much easier on my ears.
