Not sure if this a bug or not but I imported this settlement (had the rights to use the workshop) and after a week (did this twice) came back and the settlement disappeared and there was a single raider with a fat man nuke launcher, workshop was displaced to another position around the comm tower. Other than that it looks very well done. Just can't use it. Thanks

Update. I noticed the off-site requirement mod for this was hosted on the Bethesda mod website no longer exists. Unfortunately NMM mods and Bethesda mods don't work well together. Great work on your settlement design; I love institute-looking ideas.

Sorry for the late reply. My old computer took a dump and I had to get a new one and yadda yadda. I haven't used Transfer settlements since then. Not sure why that would have happened. The only off site material I used from Bethesda was for power source. so, theoretically you could run it without those mods and use a different power source. Anyhoot, I'm at a loss as to why that would be happening.

One of the requirements to use a blueprint mod is having Transfer Settlements:

Not sure why this mod doesn't get more attention. It might have something to do with the spelling of Outpost Zimonja. I've gotta say that this settlement mod has got to be one of the most creative uses of the small amount of space the Outpost gives you to build on. I highly recommend anyone that wants a settlement (I love the institute look and feel of it) for this settlement plot to definitely give it a look-see. Awesome work. I can't even imagine being able to come up with this. Thank you for all the work you did on it.
