Neither Nuka world nor Far Harbour require you to be to be signed about them for you to play 'em...
Fallout 4 handles DLC differently from the previous titles (Fallout 3 and NV) - you must get to a certain level to receive the quest marker, they are not announced when you get to the wasteland any longer, but they are completely doable from the get go. 
Just go there and start the quest yourself... it will work!

Nuka-Cola's Fan Number One!
She is a very luck gal! She loves Nuka-Cola and left the vault as soon as she could to have a sip of Nuka-Cola in kingdom of pure joy.
The problem is that she sorta became a bit fat... That is very sad... She had a family, they are all dead now, but she just care about Nuka Cola, so she's fine...

The vault-Tech salesman said accepting people with no physical prowess was so rare, she could count on being hit by lightning ten times, her doctor said she had a but few days left because of how many obesity-related diseases she had - but here she is, one moth after seeing the doctor she was entering a vault where she was frozen and now wakes up in the horrifying wasteland!
A survivor said she would not last a day in the wasteland, an old woman said she saw her dying on the way to the amusement park of her dreams in the beginning of her journey - Well, look at her: She's been on the road for a few days now, so close to Nuka World!

I just hope I don't find any fake number one fan... I AM THE FREAKING NUMBER ONE FAN!

An ex-soviet spy who have been doing well since the bombs fell. She managed to find a place on a vault, but now, she has no family anymore. Her husband is dead, her son was kidnapped, what a tragedy!

After days roaming the wasteland, she finally found a place to be. She lost so much, she fought so much and she can only remember Nuka-Cola. She found on it, this soft drink, consolation. The thing she missed most from the soviet union was Folk Soda. Nuka-Cola was her new passion. She have endured for so long, now it is time for her to have the time of her life.

She heard something, that there is a place "Where the river's made of Quantum and the mountains are fizz". She was day dreaming from that point on. She could not help but to wander: "What if there was a place with all the zip of Nuka-Cola? Wouldn't that be the cheer-cheer-cheeriest place in all the world!"

The Outcast
She lived a life of pure joy! Hunting, saving, that sorta stuff. But, raiders are raiders and when they decided that her changes to their lifestyle were a bit lame, they decided to make her an outcast. She was to beloved by them for them to kill her, but not enough not to be send away. She went back home, sad, and her family was dead on the floor. it seems someone wasn't so lovingly with her. She ended up killing them all... But what happens now, what is she gonna do?

Having waked a lot from the capital wasteland to the commonwealth, she decides to seek what she though was but a legend, but she had nothing else to do. She remembers the amount of quantum she saw on her homeland in a small factory, but now she has a whole world to explore. She is after Nuka World.

She is scared by the many stabs on her family's bodies, she is wounded in her very soul. What is she gonna do there? Drink rivers? Get some diabetes to see if she kills herself already? Drink Nuka-Cola until she is completely drunk? She knows only one thing: She will get to the place she wanted to take her family to... She wanted to seek the legend with her husband and see the smile on their son's face when he saw the marvelous Nuka World!

She was a lawyer, the bombs were falling, she ran with what she had. Her wife was a cosplayer, she was making bread when the bombs fell (her wife was buying some cigarettes [we say that here in Brazil when someone goes always to never come back {totally abandoned her <#goodluckwiththekid>}]) She just woke up. Now she has a rolling pin, a war axe, a... Magnum? And a... A toy gun?! Well, at least she is not on a bathrobe... :)

She has seen many criminals, she is very tough... She was just completely unprepared... Now, her wife is dead, her son was kidnapped, she was shot on the head when she did not give Shaun to the cereal man. She thinks they migh be on Nuka World. She remembers seeing Kellogg's on a Nuka-Cola's ad on TV once. She is just looking for him, I bet she wont forget it as she forgot to grab that neat fatman on the way to Nuka World, she was just going to talk to that stranger an, boom, she forgot it...

OH, MY GOD! Have I just forgotten the cooker on?! Oh, wait... It is broken... OH, WAIT... THE WORLD ENDED! I didn't remember that...
