Border Junk is an ESP, but to manage all the mods made by Ethreon I use The master Plan https://www.nexusmods.com/fallout4/mods/16626. This one looks like an ESP but its file header marks it as an ESM
i use all those mods without masterplan, works fine if you put em in the right loadorder, it's just that I use Border Junk as esl rather than esp just, works like a charm, except when importing things if it's transfered by esp :P too bad :/
There was a person a few weeks ago who put up many mods into an esl rather than esp for us who save space, thinking of using that method on a few other small settlement mods later on aswell, starting to reach the cap again, even tho I mashed alot of small edit esps into one, where I have like 20mods in one esp or so :P

I really need to check the Requirements drop down every time I look at mods. Not used to this new (and I hate it) Nexus layout. I imported only to find I needed a lot of mods. Ha!

Looks like I could recreate the use of your border junk, going to try it out and see how it works out.
That shouldn't be to hard. At least you've got the idea and it will be even better 'cause it will be your own.
