I wasn't aware that any of this was a problem. It seems that you fixed all the nagging issues with the pip-boy, except for the major one. That is, the sickeningly overbright glowing effect that blinds you. It's on all the text you try and read, as well as the map markers, and it's especially more prevalent within power armor.
Have you heard of any way to remove the interlacing effect on the font? It's causing me some major eye strain when reading through the giant list of junk items the game seems to throw at me.
Old post but somebody might find this useful... The Terminal Scanlines are actually set by the same INI setting as the one that configures the pip boy scanlines. Locate your 'fallout4custom.ini' file and add the following lines if they do not exist. This is not the same setting as the one that disables the green color, but it will remove scanlines from Terminals and Pip Boy.
this mod is amazong for a more lore friendly playtrhough with a controller. lets me have a decent but realistic interface merged with a few other mods. absolutely love it and dont have to disable pipboy effects
Underrated mod. I was looking exactly for this. Other mods also disable the shader effect over the inventory items in the pipboy, wich make sense in trade and crafting interfaces, but the Pipboy is supposed monochrome old tech. Kudos to the creator.
Took me a minute to figure out why I wasn't having the emitter problem from your screenshots. I remember when I first played the game at launch I hated how bright the PipBoy was in Power Armor, but it hasn't been a problem on my most recent play through. It occurred to me: I've been using Fallout4ConfigTool. It has a built in emitter adjustment that automatically adds the appropriate lines to your .ini file. So if you're using that tool to adjust your emit settings, don't select the normalize option, it'll override your Config Tool setting.
After downloading and giving the settings a once over, I've decided I probably won't use this mod. However; that's not because I don't like the work you've done with it. It's more that I'm going to go with option 3 from your description page. In an effort to reduce my .esp load, I'll be manually adding the lines to my .ini (maybe even do some tweaking, as I actually kinda like the scanline effect, personally) using the "all.ini" settings as a template. So, for your research and for providing the specific lines needed in the .ini to adjust the actual settings, you have my thanks and my endorsement.

Version 1.1 of my mod let you choose a normalized brightness for both pipboy, hand held and powerarmor.
My Solution:
[Display]
fPipboyScreenEmitIntensityPA=0.7500 <-Darker PA (map markers)
fPipboyScreenEmitIntensity=1.2500 <-Normal Pipboy (was to dim)
*EDIT* - Oh and Thanks for this discovery!
Your method is very effective. Thank you very much!

[Pipboy]
bPipboyDisableFX=1
你的方法非常有效,非常感激你!
I really want to get rid of those scanlines and interlace effects script free while maintaining only green color.
fScanlineFrequency=0.0
