Can you specify what you mean by broken? Like, does he just not change his appearance? And how exactly did you install it? (i.e. manually changed plugins.txt?, etc.)
For me the mod does work.
For troubleshooting try the following: When you are ingame, press the "escape" key and then click on "mods". On the bottom option list choose "load order" and then look at all the mods you have installed. If "Hancock.esp" does not have a checkmark next to it like in this screenshot:

Then the mod isn't activated. If this is your very first time using a mod, you will also first have to activate Fallout 4 to use mods, here is a guide on that: http://www.ign.com/wikis/fallout-4/How_to_Install_PC_Mods
And then just follow the manual install guide from the mods Description page.
If this still does not work, try changing the load order to make "Hancock.esp" load last / first. It can be that if you have any other mods installed that change companions attributes or anything, that they will take priority over this one due to the load order.
Other than that I don't really know how else to help you unless you explain exactly how the mod is broken for you. Still, I hope this kind of helped you out!
I think he meant he cant download it with nexus mod manager and trying to download it manually then use nexus mod manager doesnt work then either. same with me. NMM says it cant add it.
Well I don't know how to make it work with NMM, but as far as I know NMM shouldn't have problems with mods like these. (I used to have a lot of similar mods installed via NMM on SKyrim that had no NMM support)
The only thing I can think of (after googling a bit) is that it has some problems with .rar archives?
I uploaded it again in 7-zip format, but you'd have to download and try it out to tell me if it works.
If it really doesn't want to work, just try the manual install described on the mods page.
