Looks great! Going to use it in my current play-thru. Was looking for something new and interesting and the military theme is perfect.
Edit: I've now had the chance to look around and explore and it's great. Brings bad fond memories of FONV. The only problem I've had so far is the generators and pumps being attacked and needing repair. I used Sandbag Fortifications to put some berms around them. Don't know if it will help but it fits right into the looks of the place. Also added a couple of turrets on the roof facing that direction.
Have you downloaded it manually, you need to put it in a folder within the transfer settlements
Local Disk (C:) (Or where you keep the main game file) > Program files > Steam > Steamapps > Common > Fallout 4 > data > F4SE > Plugins > TransferSettlements > Blueprints
That is where the blueprint folder is for me, Once there, you will need to make a folder, name it a number and then put the file from this download into it. (After you extract the file of course)
I hope this helps, i had the same problem too when i began to use transfer settlements
