   They look like that because Bethesda remembered that Junktown is a post-war settlement from Fallout 1 and the magazines likely wouldn't be made with a high quality printer

      Interesting. There's similar lore behind the survival guides - FO3's Moira is still alive and making them all. However, while links to the DC are made elsewhere in the game, it seems a stretch for Junktown's mags to travel from Southern California all the way to the Commonwealth.
