That's odd. Well, you can do it the scuffed way: spawn a workbench up there by bringing up the console. Type "player.placeatme c1aeb 1" then "tgm" because apparently it only lets you open workshop in god mode. This is how I always build stuff in game, and it works anywhere on the map.
Can't use workshop either, have to spawn one. But when I use that one is tells me im outside the building area and have 5secs before it closes. Which it does. Also I was in god mode, and I can't even place anything.
For anyone having issues with using workshop in cloud 10 use this mod: https://www.nexusmods.com/fallout4/mods/18993 put it at the top of your load order
First off this is awesome. Great job. Tried my best to find any serious issues and only found one, with a slight recommendation for the other. One is when you go into the little cave under the water fall there is a gap in the texture/collision where you can see below island and you become stuck and can't get out without tcl command. Second, I would remove the leaves from the swimming pool. It's too amazing to clutter up with leaves, =).
Great work, will let you know if I find anything else.
Thanks for the feedback :D I did notice the clipping with the water, I admit, I was lazy to fix it -.- It's probably two bodies of water colliding the wrong way.
One last possible option. A switch to turn off all the lights. It would be a very atmospheric view, plus it's very bright at night. I am known for my very dark settlements haha. Other than that I can think of no other changes to this mod. Great work.
UPDATE: I just noticed that without a build outside the boundaries mod you can't access workshop mode up on the island. I figured this out because I was disabling mods to see why you can't place objects on the floor inside the house. Placing objects on ground outside works fine it's just in the house. New: You can place a few random items inside house like a few containers but not much else. Loaded my backup clean start save and vanilla install of fallout 4 for testing purposes. Really want to help figure out why you can't place items on floor in house and why workshop mode doesn't work up there without another mod extending borders. Hope this info helps.
Just realized you did high noon also. Loved that one.
I always liked Kingsport, it's the first location I ever set up a house back when the game came out. Three years and thousands of hours in the creation kit later, here we are :D A tad bit more fancy than the four walls and a rusty roof.
On a world called Nirn far away in another universe separated from this one by the mystical sea of oblivion an endless space of chaos were an infinite number of realms may exist.
There was once a great fortress that floated in sky, a fortress called the Battle Spire.
A wise man once said that all that magic is really just technology we don't yet understand, science we have not yet unlocked the secrets of.
The MAGIC or rather science of Nirn was based on the interaction's between world's or planes of oblivion or what we would call inter-dimension interaction's as the world of Nirn had existed in a nexus of reality's were many different planes of oblivion interacted often violently and so life there had adapted to make use of it's multidimensional nature.
But as Nirn was such a nexus of Energy and power it had also become a magnet for being's that coveted that power including evil rulers whom ruled over other realm's and world's in the sea of chaos between dimensions called Oblivion.
And so it was that the mighty flying fortress which sat upon one of the most powerful link's between these dimension's was eventually attacked by a vile ruler from another of those realm's or dimensions of oblivion whom sought to use it as a staging area for an invasion and eventual conquest of Nirn which he coveted so very much but he failed though the great fortress itself was badly damaged and just perhaps fragment's of it then slipped between the crack's in reality's eventually to come to earth after time without measure or just perhaps earth was Nirn but in another dimension. http://en.uesp.net/wiki/Lore:The_Battlespire

The US tracking station on the small pacific island had at first assumed it was a large weather feature, just some dense cloud's but it had not moved and indeed was static over the pacific ocean off the coast of China so assuming it was a Chinese weather experiment the US had sent a spy plane hardened for bad weather to investigate the anomaly and amid a constant lightning storm and surrounded by dark strange looking cloud's the plane had came across a large floating island 2500 feet in altitude above the ocean with the fragments of some kind of construction on one side, despite the bad weather the images they had taken were enough to scare the paranoid general's back at the pentagon.
So at first assuming that this was a Chinese invention of some kind and coveting whatever power source that the Chinese had discovered which could make a mountain float in the air the US had then decided to board the island and seize it by any mean's necessary they however had soon found that they were very wrong and that instead the island was home to abomination's from Oblivion and other creatures from the void which had been trapped there and driven insane by there ageless entombment as it had drifted for untold ages through the chaos until finally slipping through a crack in reality and entering the realm of earth.
But still fearing it was actually a Chinese creature breeding facility of some kind intended for an aerial invasion of the US and despite that fact it was like nothing either side had the US had then ordered a nuclear strike and on the 23rd of October 2077 they launched a tactical strike against it which had the unfortunate result since the island was floating too close to the coast of mainland China of triggering the Chinese own nuclear deterrent defense system and began a cascade of automatic nuclear launches the world over, from china and america to the Soviet Union and the European Commonwealth, from the African Federation to the South polar Hegemony (i made that one up) the world was pitched into it's death throes and turned into a blackened and blasted radioactive wasteland that would take eon's if not longer to heal.
But this was not the only fragment of the once fabled battle-spire to have drifted into our world because a smaller piece had also come here just after the event's of the nuclear holocaust and just a few days after the bomb's fell it had appeared in the dark clouded sky's over a certain lighthouse and as the world went to hell one survivor had eventually set up a home using still functional robot's to construct a home were he could live out his last day's away from the cannibal gang's of starving thugs and other raiders that fought even as they died in a world gone to hell, his own little piece of paradise.
Endorsement incoming, couldn't resist a little tale to give your island some history, well there are Nirn root's (glowing musical plant's) on the Prydwen and they are from Nirn.
Oh my god dude I am amazed by this back story You should consider writing a book or something, this is really good! I tend to give my character little back stories with each playhtrough, although that works a lot better with Skyrim. Thanks for your time!
Amazing work! Unfortunately Fallout 4 is pretty much broken for me till the FVSE team and various mod authors update their stuff, but as soon as they do I'm gonna download this :) The dreaminess of your screesnshots actually remind me of Fable. So sparkly and pretty :)
Ah, man I feel your pain. Bethesda keeps messing up to keep their paid mods viable, that's all that's happening here Oh, and the ENB I'm using is a tweaked version of Desolate ENB.
I'd be kinda surprised too :D The marble floors and wall pieces are added by the Far Harbor DLC, The grass/cliffs are from the pre-war sanctuary cell, and I just resized, twisted and turned them to form all there is to see here :D It's been a joyride making this mod, and I'll definitely make more like this, maybe even something bigger. The starting point here was to make something relatively small, yet creative at the same time. Cheers!

This is a joke, right?
