Made some changes from what I learned from doing some other city builds. This should be more balanced and removed a couple duplicated objects. If you couldn't see the plan in your available list this should be showing up now.
Altaip's Animal Farm Addon Pack ( Version 1.0.8) currently has issues. Many are experiencing not being able to load their saved games with that mod installed. As great as that mod is, I cannot suggest you use it until it has been fixed. This mod will still function without that addon though.
I have no stores. Is this a bug? I have the required mods installed and updated SS. My city has developed for a little while and just has companions populating it. HI thank you for this awesome MOD!! Looking forward to see more variants for each settlement. I wish I could see the total population limit per settlement with each mod in use in the images posted. Thank you and more power for you sir!
IMP is currently hidden, and I'm hesitant to download a mod that was possibly pulled for a reason (flashbacks to Don't Call Me Settler). What might I miss out without that?
This City Plan looks amazing! However... Jibs Residential Add-ons and B84's Themed Residentials are outdated and bugged a s a result. They have however been taken up and continued in Kinggaths official Mega Addon Pack. Would it be possible for you to edit the city plan so that it works with the mega pack and not reliant on those two outdated plot addons, please? I know I'm not alone when I say that I do not use any outdated and confirmed broken plot packs.
I've tried both the esp and esl versions but cannot get the plan to show up at the desk. I've updated everything and the RotC plan shows up fine. Any ideas?
What version of SS are you using? Sometimes it takes a bit for the plan to show up on older versions. Also make sure you have all DLC and the Required Mods. Did the Red Rocket have the pumps removed?
If the pumps are still there it is because the mod is not installed correctly or your game is not setup to use mods.
The ESL or ESP along with the Meshes folder need to go in your Fallout4\Data folder NMM or Mod Organizer will put them in the correct place.
Your Fallout INI file needs to be setup to allow mods:

I have people telling me that my other city plan does not show up but this one does. So it seems to be an issue with SS. Perhaps not so much an issue as much as it just needs time to update. The 3.1.6 update has a lot of the code redone to help boost performance. So when you update it will need some time to update every SS object already in the game...if you have a save you have been playing on awhile it may take some time.
I had issues with the plans showing up before the 3.1.4 patch and after the latest patch. I started a new test play through and everything showed up and worked perfectly.
Leave the Red Rocket for awhile and come back after a couple of game days.
It is not showing up on mine either and I have other SS city mods for two other settlements that works. It isn't downloaded wrong and I am not sure it would be SS as others work...
I've messed with load order and played for a few hours. Its a brand new playthru with Start Me Up. I have all the required mods and only passed on B84 Residential in the recommended section because I have the Mega pack. Strange. Thanks for your help, I'll search the forums.
I am also having an issue with this plan. I am running SS 3.1.6a. I started a new game. I have 2 SS plots in Sanctuary and no other. plotsI have Sanc, RR and Starlight as settlements. I waited at RR for 30 minutes and still could not select the plan. I have IMP and G2M loaded and working. I have changed my load order to see if that would help. No change.
On a old save I have been able to select the new 1.5f Abernathy plan but I can't select either RR or Oberland plans no matter what I try or how long I wait. Prior to that version I did not have that plan selectable. Could the problem be similar to Abernathy prior to 1.5f?
