This is three years later, but, I cant send anyone to the Home Plate, it does show in the settlements options but they dont go there or even get counted in the settlers count. I loaded it as below: - MG Homplate = Home Plater Workshop - This patch
That mod let me assign a provisioner to Home Plate from Hangman's Alley. Eventually the Provisioner line that connected Home Plate to Hangman's Alley broke away from Home Plate. Now the provisioner line moves randomly all over the pipboy map, always starting at Hangman's Alley. So I tried moving, reassigning, and even killing the provisioner with the bugged line, but it doesn't go away. I uninstalled the mod too but the bug is in my gamesave at this point.
Sorry, I thought I had replied already. I haven't been able to replicate your issue, so I have no idea what could be wrong. Do you have any mods that affect Hangman's Alley?
