It's a developers' testing cell. (I actually had to look it up myself!) You can get there by typing "coc qasmoke". You'll have to "coc" somewhere else to get out, as it's a separate cell. It contains all of the crafting benches, and containers with a large quantity of all of the vanilla-game items. I'm assuming this mod just adds all of the items from the DLCs to this area.
