   Does this only work on the ENG version of the game or this work with other languages without translating all loading screen messages to english?

      great question. you'd have to try it out on a non-english version of the game (which i don't have)

      possibly. don't use any mods to test it :P you could have tested and replied the answer to this 1000x times by now. i was playing fo4 with only my anti-HUD mods and some creation club crap :P
