You dont need this to use Sanctuary as a raider outpost. It can be picked as long as there are no essential actors there, mostly dismissed Companions, but can also include quest essentials like Sturges.
Simply any unkillable actors (or active workshop quests) = cant take it over for the raiders.
Plus some workshops are permanenlty locked out to avoid blowing up quests (like Airport, Castle, BunkerHill, Covenant), but you can use Workshop Ownership Utilities to over-ride that if you understand what you are doing to the game.

Because you are dealing so much damage your first two warning shots already put him into bleedout before bleedout could be disabled. An early game vanilla pipe pistol and no pistol perks will not do that.
