Awesome. Thanks for this. I usually am forced to wait for something like this to re-spawn and then re-loot, however i hate doing that because... why the hell does things re-spawn anyway? So thank you.

I really cannot believe it has taken so long for someone to address this issue, and I am glad you did. With so many items/mods (Horizon specifically comes to mind) being reliant on lead for crafting, and with it being relatively rare to get in quantity changes were in great need.
I was seriously considering editing the original files myself, knowing that the barbells especially (and the fact that they are so rare) need a serious update.
However, I would have taken into account that fact that a pencil, which contains 1unit of lead and 1 of wood, and only weighs .1 pound, should equal out to each pound of a "barbell" or individual "weight plate" should contain 8-10 units of lead.
This is all of course BS in the first place any-way's, as pencils have never been made of lead IRL, and very few barbell plates were ever made of pure lead throughout history, with some minor exceptions of them "recently" being a mixture of lead and pot iron to prevent cracking when dropped.

Well fallout world is also weird as they might have found a better way to process lead for such a thing given that you're drinking nuclear materials all the time. So this mod is A-ok.

I actually addressed the lead weights in my Lightweight Item Sorting mod too - I based the quantity of lead on the weight of the item, based on there being 2 lead per 5 "weight", whatever 1 weight actually is.
