fixed shotgun shells needing rifle primers instead of shells

Fixed 7.62 bug where it needed the wrong perk, altered the perk alien ammo needs as well as making 2mmec ammo more expensive, and a couple of the higher tier energy weapon ammo require gold.

The first version, changes to recipes perk requirements and what ammo is and is not available may change.
