For some reason, the mod has a lot of dirty edits in cells and 2 worldspaces it doesn't actually add or change things in, but it does break every precombine in those areas.
Easy way to fix it is open the file in FO4Edit, expand the + sign on the left of the mod file and for Worldspaces section of the drop down, right click the "Cell" category and remove (be sure to click "yes I'm absolutely sure" button when it becomes available (might have to wait a few seconds) and "yes" button on the 2nd warning dialog window, then do the same for the Diamond City and Sanctuary Hills listings in the worldspaces section as well. Then save the file by exiting and making sure the file stays checked in the list and clicking ok.
To everyone saying it doesn't refresh...mods like this that add areas/inventories/etc can be uninstalled, open the game and close it, then reinstall the mod. \
Refreshing. Pun intended. Even though it's a godawful excuse for humor.
I love this mod so very much, but it really needs a chem bench in there. It's perfect for the umpteenth play through and getting my character set up quickly, the problem is with weapon mods that require a chem bench to make. I always have to run down the hill to the one at the back of the Sanctuary house.
