Just a suggestion to avoid others wearing it. Why not change out the star decal on the minutemen general's uniform for this decal, making it the only one? I' definitely download that. You could even clean up the texture of the uniform and hat too if you wanted.
The star decal on the Minutemen General's uniform is the same one that everyone else uses (I just loaded up my game and checked - yes, it's replaced my this mod.) Save file just after character creation is UP, under Optional files. Before the Bomb is also before she meets the Vaultech representative, so you can name her and give her your own SPECIAL stats.
I have a LOT of mods installed, but hopefully nothing that'll cause you problems. Just load her up and save again to clear any dependencies.

Those are actually full paint jobs, not decals only - the decal is not separate, it's part of the paint job. Someone else asked him about decals, and he doesn't know either.
