Wow lot of upset Red Sox fans in the comments, at least its being painted red, you would think the mod repainted it dark navy blue and put a big NY logo on it.
Look it up, that's the green monster. If anything, Fallout would be a Fallout game if you had to painfully paint the whole green monster back to it's original glory. Paint it red? Never.
Ignoring the fact that dried blood is a dull, rusty brown color, it's unreasonable to assume that Abbot would accept a paint can full of blood because blood isn't paint (and it's disgusting.) It doesn't have any of the properties (stable color, resistance to weathering, airtight coating to protect the material underneath, etc.) that make utilitarian exterior paints useful.
What WOULD be reasonable is giving him red paint. Which is in the game.
They didn't actually add red paint until Far Harbor came out, but once they added it it would have been neat if they gave you the option to give it to him anyway.
M8 this is fallout, a world were radiation keeps things from growing for over 200 years. It would have been a nice payoff and would have rewarded the player to at least include a dialogue option for coming up with the idea. Any past fallout game would have done this.

I do quite like the idea of convincing him that a can of blood is paint. Certainly seems like something that should've been tied to the Bloody Mess perk.
