There were some dead settlers bodies around the Commonwealth that had over 40 caps with them, while the alive settlers carried only 1-9 caps.
That happened because their loot was set to the "Rich citizen" leveled list, so they carried the same amount as a rich diamond city person.
I changed dead settlers/minutemen bodies from "LLE_Pockets_Citizen_Rich" to "LLE_Pockets_Citizen_Poor".
