hmm, it's not a bad mod- but actually it's weird, that 9MM is able to fire faster than 5MM, in adition, why should a bigger caliber deal less dmg? At least against unarmored Persons.
Let alone the Minigun with the vanilla stats are a joke anyway compared to other guns,- It's a Minigun, this weapon is called the "ultimative maschinegun", which is really devestating. That's why several base stats changer already are existing. So I rather would even increase both dmg outputs.
Could be that the .38 cal is a pistol round and the 5mm is a rifle round. This would explain the damage output difference. Also could explain the .38 round being smaller in length, so easier to chamber?
I think the author's focus was balance in the context of the vanilla weapon's damage and ammo availability rather than realism. You can always pop your game open in FO4edit and change the values to your liking.

Give your follower a .38 Minigun and watch them burn the cheap ammo... :)
