   you can do this with console commands. if the reason is you dont want to wait to get the quick hands perk create a bat file and add the following
   (Quick Hands 1-2)
   player.addperk000221fc
   player.addperk001d2478
   or just open the console commands and type them in

   You really should explain how this mod works better. Does it increase fire rate and reload speed based on Agility, does it directly edit weapon values, what is it incompatible with, ect.

      Well actually I came here , to ask similar question, and to also ask, does this tie in with or is affected by the perk "quick hands" or is any of it affect by any perks ?
