napalm00: thanks again for updating this for 1.3 back in 2019. Even with the wiring issue it was a far cry better than no place in red at all! (and I ended up using ss2 auto-wiring anyways)
What's the unique ID of the holotape? I started a new playthrough to build Sanctuary and the holotape is not in my inventory this time. I'll just use player add item if someone knows the ID? Not interested in leaving the game to update the ini over and over - its already a PITA enough to constantly access a terminal/tape.
Is there a way to use more than one steam_api64.dll? Like renaming it to something? I really want use this along with VR Achievements Enabler mod that also uses the same file.
EDIT: Ahh, I renamed the steam_api64.dll from VR Achievements Enabler to steam_api64_org.dll and it works great!!
For anyone reading in 2023. Just avoid this mod and use the pancake version of the game to load your save and make your settlements using the original place in red.
I find the ability this mod provides essential to settlement building, so when I started a new playthrough two weeks ago I tested all 3 versions of the add-on.
I settled on version 1.3 and built my Sanctuary and Red Rocket settlements with it. It seems relatively stable. I had no CTDs and all my game seems to be stable.
If you do your settlement build in waves it seems to work OK.

I'll summarize the issues you'll have to deal with from the previous posts:
As many have noted, you MUST swap back to the original DLL to do ANY wiring. You can actually place wires with the Mod DLL in place if you disable the mod in the Holotape. DO NOT DO THIS as any wire that was placed, along with any object the wire was attached to, will be gone when you load the save. Use benxman's tip to make a batch file so this is easy.
TheCaptn's posts below note lots of wonky behavior with snap points.
Setting bDisableGroundSnap to TRUE disables all snapping (with the notable exception below), then also changing bDisableObjectSnap to TRUE actually restores the object snapping.
Setting bDisableGroundSnap (regardless of object snapping setting) will cause all ceiling-snap objects to instead snap to walls. They will outline Red on ceilings and can't be placed there anymore.
Not all red placement works, and there's no clear indication of when it will or won't. With all snapping off I'm still frequently unable to place objects where I want (double-click error sound); only to find that a few inches in one direction or another will allow placement, even if that new position seems more occupied, not less.
As noted by TheCaptn, If you disable ground snap or object snap it becomes very difficult to place new items. New item placement seems to work fine with those settings enabled, so place your objects without disabling the snap settings, then turn them on to fine tune their position.
Even though you have the mod installed the game often doesn't like you placing NEW items in red, or where they could not normally go (and they won't be highlighted red). Place the NEW item in the game is a spot it would normally work, then move it.
Yea, it's a bit of hassle, but it's better than not being able to do this at all.
If you can't place anything re-enable object snapping and floor snapping in the menu. Also, make sure to place NEW items where you would normally be able to place them (meaning, not in red / overlapping with other objects). Once the new object has been placed, pick it up and move it where you want.
