Thanks for the support everyone and please continue to report bugs - I'll be working tirelessly to eliminate them all and make this a smooth gameplay experience - we can and will have automated settlement building!

We're still working on the wiki pages if you prefer to read things, but for those of you who like video guides, the in-depth series is up and will show you how all of the systems work in Rise of the Commonwealth:

If you're not able to activate the City Plan on the desk, be sure you are on version 3.0 of Sim Settlements. Any desks built before the 3.0 patch will need to be picked up and set back down in order to create the updated items.

You'll know if it worked because you'll have a safe on the desk just above the file cabinet drawer.

It's become clear to me that I can't be a one man army on the support front, I had kept up with it until about October of last year, but now things have grown to the point where I need regular help. If you receive a response from damanding or kalimac, they are helping me out to keep up with everything to ensure everyone gets there questions answered and bug reports added to my fix list.

I will still try and pop in periodically to respond to some things personally, but balancing my time between fatherhood, my job, and continuing to develop the mod has become close to impossible without help - hope everyone understands!

Patch 4.0.1 is now available, this shaves off some unnecessary models to reduce the overall file size.

I have a question. I'm (kinda) from saulus to paulus, despite the fact, that I didnt touch the precombines, scrapping with 'scrap everything' *will* break city plans. Main culprit are vines, tested it in red rocket and after scrapping vines, each and every city plan broke.

So, what is safe to scrap? trash and debris seem safe, what about trees? I cant really live without 'scrap everything', without it, my interest in SS reaches zero :) That I dont really understand the concept of precombines doesnt make things better..

And plz dont tell me 'it depends' :)

    Thanks

Here's a good explanation of what precombines and the problems of scrapping mods are:

https://www.nexusmods.com/fallout4/mods/39948 and https://www.nexusmods.com/fallout4/mods/45544 are said to be safe, e.g not breaking precombines

I'm having an issue with Vault 88. The city plan seems woefully incomplete and unfinished and I'm not sure if I'm just missing some mods that it's expecting or if something else is going wrong, because they city never finishes building and it looks awful. I'm sure that I've done something wrong at some point to break it like this but I genuinely don't know what.

try City refresh from the city planners desk.

No extra mods are needed fro ROTC city plans.

what level is the city ?

I tried refresh and local refresh and all the various options and it never seemed to work out. I rebuilt the city(twice) and it seems to have fixed itself? The place actually looks like a vault now instead of just a few random bits of scenery. It was really strange looking when it was first built, though.

That can happen sometimes ,the code dosnt finish or gets interrupted, it can happen when the CP upgrades and you are not there to to see it happen.
Also vault 88 is a wonky settlement at the best of times.

Though I think it's likely that Spectfade just saw level 0 and then level 1. The Vault 88 foundation level is very barebones and looks nothing like a vault. In general, and that's part of the fun with ROTC, the foundation levels try to give away as little as possible about the final look, and Vault 88 is a prime example.

Rizzla that has not held true with any other settlement I've seen. Sanctuary LOOKS like a town once the foundations are laid. Every other settlement at least has foundations that can give you some vague idea of what the final product is going to look like.

Vault 88 had half-finished buildings, floating planks, there were literally 'interior' plots sitting out in the open. It looked absolutely nothing like a city/settlement and genuinely only looked like something had gone wrong. It took four tries total to get it to actually build and look as if it was actually something someone would have put together and said 'this is a foundation for a settlement'.

In that case I'm happy you managed to solve your problem. I was mostly writing for the general public, because dozens of people have posted here after seeing the foundation level of Sanctuary (which is usually the first city plan people try) and saying "it looks weird and unfinished, there's stuff floating about, is the mod working properly?". And quite a few have said it about the Vault 88 level 0, too, which does have a few interior plots just sitting around in the gloomy dark.

I have the weird issue where I have installed SS main file, Conqueror and this one but when I start a new game I dont get the prompts for the prebuilt cities. The only mod I can think of that could cause this is Start me up but it doesnt say anywhere online that this can conflict. Anyone have an idea what could be wrong?

      You also need WorkshopFramework.

Has been some reports of problems for some players who use startmeup ,best to check on simsettlements.com ,should be a thread there about it.

At what point in the life cycle of a city plan can I safely assume, that the city plan wont override a certain area? Cause a) I want to link the settlement with the (excellent) ILS and b) I'm a bit tired of the exciting mini-game "seek the water pump/crafting station/city planner desk" :) And I dont want to come back only to find out that my ILS station is meanwhile covered in razor grain.

    Hope this makes sense. Thanks!

Level 3 is the safe bet ;)but you can change plot types now , change any plot into ILS and it will stay the same plot as the city levels up.

I’m tired of building settlements and would really love to use this system (probably going to). I just don’t get why they make everything look so “junky”. People rebuilding would not leave big holes in walls and trash all over.

Junky is the Art style of fallout 4 .so we tried to keep ROTC cps with the same style :)

Try some of the city plans from the contest packs or the non ROTC plans.

    Hi team,

Just installed Sim Settlements, ROTC and the Industry mod.

For ROTC, when I place a desk, and assign a leader, nothing happens.
I can't select a city plan, and no popup appears about the foundation level beginning.

    Am I missing something?

    Thanks,

Thanks, but I just reinstalled both SS and ROTC, and uninstalled the Industry, and not it's working.

Also downloaded the Megapack 3. Did I need this originally?

I reckon the reinstallation was the ticket, but could also be the megaback.
Wasn't aware if they were manadatory?

Currently trying to build but noticed some things has an offset. After assigning a leader, the buildings are being built within the existing vanilla building. most things like the city desk are clipped into the floor or walls. I've tried refreshing it in the 1.) holotape > settlement tools > refresh local and also 2.) config tools > rebuild local data. but nothing. Any advice?

    Thank you in advance!
***EDIT: I found out i was using the "simple and clean" mod sorry. just mod conflicts

I've just installed ROTC and it is awesome! I've always wanted to be hands free in the settlement building system while I adventure. However, I came across this peculiar thing that the settlers do not move within the settlement. They remain wherever they are (e.g. standing on the bed, sitting in a chair, and plain standing, among other things) when I enter the settlement. They do change their position whenever I leave and return to the settlement, but they do not move once I'm there. How might I fix this?

I have the ff running in my vanilla game (just

ROTC is very script heavy and the settler AI takes a backseat. Waiting around in a settlement for 10 minutes can help and you can try the console command tai (twice), which turns the AI off and then on again and can "jumpstart" the settlers back into action. Once all (current) settlements are fully upgraded it should get better/return to normal.
