The first time I visited Prydwen I was a bit confused, there was a guy standing behind the counter, but his only job was to inform the food is for free. I couldn't barter with him and I couldn't find any water at the airship either. I decided to give him something to do.
Now the mess officer sells: standard food like other vendors, fresh fruit, water and other non-alcohol beverages (even if he says he offers "Best scrap in the Commonwealth'). He will accept caps and food, he won't buy any junk from you.
In vanilla game he says he used to be a field scribe. Now as I replaced his lines with generic vendor's, I added him a field scribe outfit, without a backpack (he doesn't need it), but with a chef hat instead.
