How is it an absurd rarity? With 10 luck you can get it in 5 attempts max, literally one minute. I guess you can call it rare because there are like 10 of them in the whole game.
Of what? Its a simple stat change. That would be more work than I put into the mod itself. Its the pie in those vending machines that has a extremely low drop rate.
