Shanic's Combat Balance Overhaul

Updated to support Creation Club Weapon Skins!

Recommended for use on new playthrough for best results.
If loaded onto an existing save not all changes will be in effect right away.
Pre-spawned enemies will not have health changes applied until the cell is reset.
Pre-exsiting weapons won't have caliber OMODs equipped, They will still be usable, but may not feature all balance tweaks until Caliber OMOD is applied.

Fallout 4 is fun, but there are a few things with the balancing That I would have done differently, so I made this mod to rebalacne the game to my liking!
Less bullet spongy enemies without sacrificing on difficulty at higher levels!

NPC Base Health rebalanced:

No 10 fold difference in base health or enemy types. Low tier Gunners have under 150 health while high tier gunners have over 1600 health in vanilla Fallout. My mod balances NPC health to level base health of enemy types. Low tier enemies are tougher while high tier enemies have lower base health reducing the bullet spongyness of them. Health scaling with level has also been nerfed, for both NPCs and the player. not only are enemies less bullet spongy, but so are you.

Weapons rebalanced:
All Weapons have been overhauled. Base damage is higher, however the damage buff from weapon upgrades and combat perks have been nerfed. So most weapons actually have lower maximum potential damage to compensate for reduced NPC and player health at high levels. This combined with the health rebalancing gives a more consistent combat experience between low level and high level.
Weapons can now come in multiple calibers! The ammo conversion receivers have been replaced in favor of separate Caliber conversion option in the weapon workbench.  This adds more variety to the weapons and make the .38 more viable as it can be used in more weapons. On top of that this mod also adds 7 new ammos! the idea being to allow other weapon mods to use their actual real world ammos rather then just having to make due with what is available in the vanilla game. (once compatibility patches are made for those weapon mods such as the Mosen Nagant, 9x39 Project, FN57, P90, etc) These new ammos are incorporated into the vanilla weapons as well, so they won't be useless for those not using the other weapons mods they where meant for.  New ammos include 9x19mm, .357 Magnum, .50 Action Express, 9x39mm, 7.62x54R 5.7x28mm FN, and .410 Shotshell. Vanilla ammos have also been renamed to better fit real world counterparts and have had weight and value balanced based on potential damage output.

100% compatible with my Realistic Bullets mod!
100% compatible with See-Through Scopes!

Weapon Changes:

Higher base damages, but damage buffs from upgrading has been cut in half. Applies to all weapon types. Ballistic, Energy, and Melee weapon. Miniguns got a high damage buff with this mod so the one on the Concord Museum roof has been replaced with a "Rusty" variant to ensure Deathclaw fight isn't too easy.

Perk Changes:
All damage boost perks have nerfed. Some have gotten a 5th level of the perk added and all deliver a 10% damage boost per level of the perk compared to 20% in the vanilla game for a maximum damage boost of 50% This combined with the nerfs to weapon upgrades balances well with the enemy NPC health nerf at higher levels.

Weapon name changes:
Some weapons have had name changes. With caliber conversions it is silly to name a weapon after the ammo if it is converted to use a different ammo. Some others changed to be more fitting to the weapon.
10mm Pistol - N99 (Lore friendly model name for it)
44 - M29 Revolver (Model number of the real world weapon it is based on)
Assault Rifle - Heavy Assault Weapon
Handmade Rifle - Soviet Assault Rifle (because it looks like an AK47, and to not confuse it when used with Wasteland Medoly's Chinese Assault Rifle mod. Compatibility patch Available)

Ammo Name Changes:

Ammo names changed to better match real world counterparts.
10mm - 10mm Auto
5.56 - 5.56x45mm NATO
.50 Caliber - .50 BMG
.45 - .45 ACP
.44 - .44 Magnum
.308 - .308 Winchester
Shotgun Shell - 12 Gauge Shotshell
.38 - .38 S&W
5mm - 5mm Tactical (doesn't actually have a real world counterpart)
.45-70 - .45-70 Government
7.62 - 7.62x39mm
New Ammos:
7.62x54mm Rimmed
9x39mm
.50 Action Express
.357 Magnum
9x19mm Luger
5.7x28mm FN
.410 Caliber Shotshell

Health changes:
Player:

Based health increased from 80 to 150, Health bonus from Endurance Special stat increased from 5 to 10. Health scaling per level decreased to 1. You get just 1 point of extra health with each level up, Also applies to NPCs. You'll have more health to start, but gain less health in late game.
NPC:
Health leveled based on enemy type. No more Human Gunners with 5 times the health of a Super mutant. High tier enemies will have at most double the health of low tier enemies of the same type, compared to over 10 fold increase in the vanilla game. Human have similar health to player, Ghouls are tougher but more susceptible to headshots, Supermutants average double a humans health, Mirelurk Queens and Behemoths are properly tough, Deathclaws Scary AF. Turret and Vertibirds are tougher, Mirelurk shells are more damage resistant while underbelly is weaker.
Locational Damaged:
Improved Locational damage multipliers, Limb shot do less overall damage, headshots do more damage.
Level list tweaks:
Some level lists have been tweaked to allow DLC weapons and Ammo to spawn in the Commonwealth. DLC ammo can be bought at vendors and found in containers, some NPCs have a chance to spawn with DLC weapons.

Caliber Conversions:

Caliber Conversions allow weapons to use a larger variety of ammos and makes some ammo types more useful. But just because you converted a weapon to use an ammo with higher damage doesn't mean it is better. Caliber conversions with higher damage output are balance with slower rate of fire, smaller magazine capacity, and increased recoil. Pipe Weapons get the largest variety of Caliber conversion, The idea being that pipe weapon are built from spare parts and scrap to use whatever ammo is available. Caliber conversion also have functional dynamic naming to allow you to see at a glance which ammo a weapon is chambered for.
