Makes the Feathered Dress available to those without the Pickpocket perk.

What It Does
This mod simply makes the Feathered Dress (worn by Irma in the Memory Den) available without
having to invest 4 points into Pickpocket to steal it while she's wearing it.
How To Get It
The dress is located in a footlocker behind Irma's couch in The Memory Den. See photos.
Two versions are available:
1. The footlocker is open and the dress can simply be looted.
2. The footlocker has a leveled lock, for those who still want a bit of a challenge.
The footlocker is set to respawn, so you'll be able to acquire more than one dress
if you wait for the cell to reset. It also means you probably shouldn't store any
valuables in there.
Since the container is in The Memory Den, it is tied to the Goodneighbor
faction and looting the dress is considered stealing.
This mod is very simple so there shouldn't be any bugs or compatibility issues,
but please let me know if any come up.
