Knockout Framework hasn't been updated for Next Gen version, so I've finally gone back to using this, and I found some issues with it that needed correcting. I've updating this again, after 8 years.
I haven't used Creative Perks. I have my own perk mod on Bethesda.net that I'll get around to posting here eventually, which now includes this. In general, this should probably work fine if you load it after another mod that changes these perks, but I can't guarantee that without knowing that mod.
I think that the only way this mod could be better is if it also let you turn Raiders/Gunners into Settlers. [I know the mod "Crime and punishment" lets you do it, but that mod is too heavy for my system.]
The way to get that is through the judicious use of Settlement Visitors as you can set factions to be valid visitors or not. The visitors are non-hostile and can be recruited if set up that way.
After a while began to see animation of death and invisible body (except hair) instead of duffle bag. No kills in statistic. I thought the reason is Loot detector mod, but no. Though once instead of a body a bag appeared - Exile on raider at the grave on the way to Garden
