It doesn't have to of been in the game to be lore friendly, Fallout cant have every item ever that existed before 1964, that'd be a big game. It existed before WWII, meaning it most likely exists in the fallout universe (I say 1964 because thats the latest date of song in the vanilla games, meaning it must've been 1964 when the world ended) Just what I see :) Personally I love this
Anything that has existed WWII and before is canon to the lore so yes this is not just lore-friendly it is also canon because it has existed before WWII.

Not sure how I feel about the Damascus steel texture; it looks a little too "modern-day" for Fallout's aesthetic. Maybe if it were an optional skin, and the blade could look plain, scuffed, rusty, or clean depending on what you do with it?
There are 3 different texture sets - simple one is rusted, better is clean and black, the best is made from Damascus. Besides, damascus is pretty ancient technique, so it fits perfectly

Damascus steel was used in the crusades and "official" production stopped in the 17th century...
The technique was lost up until the 1900s when it was finally rediscovered...
It can be crafted at chemistry bench or added via console command.
